Describe the operational decision in plain language. Identify who makes it, what information they need and what currently makes that information difficult to use.
Build around the environment
Consider the systems, working conditions and responsibilities already in place. Plan how people will review uncertain results and how the process will continue when information is incomplete.
Evaluate before expanding
Agree on a useful baseline and a small set of measures before starting. Review outcomes with the people using the system, document limitations and decide whether to improve, expand or change direction.
